The Surface Transportation Board has issued a Notice of Availability of the Final Scope of Study (Final Scope) for the Environmental Impact Statement (EIS) being prepared in connection with the Seven County Infrastructure Coalition’s proposal to construct and operate an approximately 85-mile rail line in Utah, Carbon, Duchesne, and Uintah Counties, Utah.  The Final Scope follows public comment received on the proposed project’s Draft Scope of Study; public scoping meetings held in the project area; and input from federal, state, and local agencies during the scoping process.  The Notice sets forth the Final Scope for the EIS, summarizes and addresses the principle environmental concerns raised by comments, and will be followed by a Draft EIS that will be available for public review and comment.  To view the Notice, click here.
