The Surface Transportation Board’s Office of Environmental Analysis (OEA) today issued a Draft Environmental Assessment (Draft EA) for CSX Transportation Inc.’s (CSX) request for Board authority to acquire and operate the assets comprising the rail line of Meridian & Bigbee Railroad, L.L.C. (MNBR) that runs approximately 93.7 miles between Burkville and Myrtlewood, Alabama, and Canadian Pacific Kansas City Limited’s (CPKC) request to acquire from MNBR and to operate approximately 50.4 miles of rail line between Meridian, Mississippi, and Myrtlewood, Alabama. The Surface Transportation Board today announced that it will permit informal discussions with stakeholders on the Board’s proposed rule in Final Offer Rate Review, Docket No. EP 755 and comments received in that docket regarding arbitration and other rate review options for smaller cases.  The Board is waiving the general prohibition on ex parte communications in that docket and will permit informal communications with the Board Members and staff between June 1, 2020, and July 15, 2020.
