SURFACE TRANSPORTATION BOARD VICE CHAIRMAN W. DOUGLAS BUTTREY NAMES ALICE C. SAYLOR CHIEF OF STAFF


Surface Transportation Board Vice Chairman W. Douglas Buttrey announced his appointment of Alice C. Saylor, Esq. as his Chief of Staff.


Alice C. Saylor has served on the staff of the STB's Office of the General Counsel since August, 2001. From January 22, 2005 through January 4, 2006 she served as Attorney-Advisor to former STB Chair Roger Nober. From January 5, 2006 until present she has served as Attorney-Advisor to Mr. Buttrey.


Ms. Saylor began her legal career in Union Pacific Railroad's law department in Omaha in 1976. She joined the law department of the short line and regional railroads of the Transtar Group, formerly the U.S. Steel Railroads, in Pittsburgh in 1983, and added the duties of public affairs director in 1987. She moved to Washington, D.C. at the beginning of 1994 as Vice President & General Counsel of the American Short Line and Regional Railroad Association (ASLRRA), a Washington, D.C. trade association representing over 400 short line and regional railroads. Ms. Saylor represented ASLRRA member railroads in legal, legislative and regulatory matters from January, 1994 until she joined the Board's staff in August, 2001.


Ms. Saylor has an undergraduate degree from the University of Chicago (B.A. with honors, 1969) and a law degree from Creighton University (J.D. with honors, 1976), where she served as Law Review Associate Editor. She is admitted to practice before the U.S. Supreme Court and each of the U.S. Courts of Appeals. She is a Past President of the Association of Transportation Law Professionals, a national organization of transportation lawyers and practitioners.
