Surface Transportation Board Chairman Roger Nober today provided a schedule of speakers' appearances and their time allocations for the STB's November 16, 2005 oral argument in the case entitled Government of the Territory of Guam v. Sea-Land Service, Inc., American President Lines, Ltd., and Matson Navigation Company, Inc., STB Docket No. WCC-101.
Speaking on behalf of the Government of the Territory of Guam (Guam), the complainant in this proceeding, Edward D. Greenberg will be allotted 30 minutes' argument time. The defendants, Horizon Lines LLC (Horizon) and Matson Navigation Company, Inc. (Matson) collectively will have 30 minutes' argument time. Jonathan Benner will speak on behalf of Horizon and Richard A. Allen on behalf of Matson.
As initially announced in an STB decision issued on October 3, 2005, the oral argument will begin at 10:00 a.m. on Wednesday, November 16, 2005, in Room 760, the agency's hearing room, on the 7th Floor of the agency's headquarters in the Mercury Building, 1925 K Street, N.W., Washington, D.C.
This proceeding involves a complaint filed with the STB by Guam challenging the reasonableness of the rates, rules, classifications and practices for transportation provided by Sea-Land Service, Inc., now known as Horizon Lines, LLC; and Matson Navigation Company, Inc., in the noncontiguous domestic trade (transportation between points in the United States mainland and points in Alaska, Hawaii, or U.S. territories or possessions). The complaint also seeks damages.
The STB requests that all persons attending the oral argument use the Mercury Building's main entrance at 1925 K Street (on the northeast corner of the intersection of 20th and K Streets). There will be no reserved seating. Please plan to arrive early enough to be seated no later than 9:45 a.m. For security reasons, all persons should be prepared to produce photo identification (such as a driver's license), pass through a metal detector, and submit to an inspection of all briefcases, handbags, and any other bags. Visitors must be cleared through security in the STB's Suite 100 (on the 1st Floor, at the top of the ramp to the left of the main lobby) prior to being escorted to the hearing room.
