SURFACE TRANSPORTATION BOARD GENERAL COUNSEL HENRI RUSH TO RETIRE FROM FEDERAL SERVICE

Surface Transportation Board (Board) Chairman Linda J. Morgan announced that Board General Counsel Henri F. Rush has indicated his intention to retire from Federal service, effective April 3, 2000. Mr. Rush, a long-time public servant, has been General Counsel of the Surface Transportation Board since it was created on January 1, 1996. He had previously been General Counsel and Deputy General Counsel of the former Interstate Commerce Commission (ICC). Before joining the ICC in 1975, Mr. Rush served as Deputy Federal Railroad Administrator, as Minority Staff Counsel to the United States Senate Committee on Commerce, Science and Transportation, and as a lawyer in private practice.

Chairman Morgan praised Mr. Rush for his full and productive Federal career. "A lawyer and a person of Henri's quality and integrity does not come along very often," Chairman Morgan said. "I am sorry that he will be leaving us, but I feel lucky that the Board and the ICC were able to have his services available for so long."

Ellen D. Hanson, currently the Board's Deputy General Counsel, will succeed Mr. Rush as General Counsel. Ms. Hanson is a career public servant who has given many years of outstanding service as a manager in the General Counsel's office.
