SURFACE TRANSPORTATION BOARD CHAIRMAN
ANNOUNCES 4 NEW APPOINTMENTS
TO NATIONAL GRAIN CAR COUNCIL;
COUNCIL TO MEET APRIL 30

Surface Transportation Board (Board) Chairman Linda J. Morgan today announced the appointment of four new members to serve on the National Grain Car Council (NGCC). The appointments were based on recommendations by NGCC Member and Board Vice Chairman Gus Owen; NGCC Chairman Dick Davidson; and NGCC Vice Chairman Ian Muir.
The four new NGCC members are:

Kevin Kaufman, Vice President for Transportation at Louis Dreyfus, representing grain shippers receivers;

• E. Hunter Harrison, President and CEO of Illinois Central, representing Class I railroads;

• Fred Sasser, President of Chicago Freight Car Leasing, representing private rail car owners and car manufacturers; and

• Jerry D. Norton, Economist for the United States Department of Agriculture (USDA), to succeed Paul Kepler, former Deputy Director of the USDA’s Transportation and Marketing Division, who has retired. Mr. Norton will serve as a guest observer on behalf of the USDA.

The NGCC is a working group formed to facilitate private-sector solutions to problems arising in the railroad transportation of grain. The NGCC is composed of members representing large and small railroads, grain shippers and receivers, and private rail car manufacturers and owners. The next meeting of the NGCC’s full Council will be held on April 30, 1997, in Washington, D.C.
