ISSUES ANNUAL REPORT


Surface Transportation Board (Board) Chairman Linda J. Morgan announced today that the Board has issued its first annual report, covering its first full fiscal year in addition to the first nine months of its existence.

The report contains chapters that include an overview of the Board’s history and functional responsibilities; railroad restructuring and rate regulation; rail labor matters; environmental review; National Rail Passenger Corporation (Amtrak) matters; consumer, compliance, and other transportation issues; court actions; the National Grain Car Council and the Railroad-Shipper Transportation Advisory Council; and various statistical and informational appendices.

The report covers information regarding the transition from the Interstate Commerce Commission, the Board’s predecessor agency; the first nine months of the Board’s existence, from January 1, 1996 through September 30, 1996; and the first full fiscal year of the Board’s existence, from October 1, 1996 through September 30, 1997. The Board’s annual reports will continue to be by fiscal year.
