Surface Transportation Board Chairman Roger Nober Names John M. Scheib Chief of Staff


Surface Transportation Board (Board) Chairman Roger Nober today announced the appointment of
John M. Scheib, Esq. as Chief of Staff and Counsel to the Chairman.



Prior to his appointment, Mr. Scheib was Counsel to the Subcommittee on Railroads of the House of Representatives' Committee on Transportation and Infrastructure (since 2001). In that capacity, he worked on a variety of legislation including high-speed passenger rail, the railroad retirement system, and contingency planning in the event of a financial crisis at the National Passenger Rail Corporation (Amtrak).



From 1998-2001, Mr. Scheib was an associate at the law firm of Covington & Burling, where he worked in the litigation and transportation-practice groups. He has served as counsel in various proceedings before the Board, including the agency's merger-oversight proceedings and in two of its largest rate-reasonableness cases. He also has been involved in various civil litigations in federal district courts. Before joining Covington and Burling, Mr. Scheib clerked for Judge H. Emory Widener, Jr., U.S. Court of Appeals for the Fourth Circuit, and served as an aide to Congressman Robert W. Goodlatte (R-Va.).



Mr. Scheib holds a B.A. in American Government (1993) from the University of Virginia, and took his J.D. degree, magna cum laude, from Villanova University School of Law (1997). He is admitted to practice before the U.S. Court of Appeals for the Fourth Circuit and the U.S. Court of Appeals for the District of Columbia Circuit. He makes his home in Vienna, Va., with his wife and son.
