Chairman Oberman Designates Director William Brennan as Chief Economist

Surface Transportation Board Chairman Martin J. Oberman announced today that he has designated Dr. William Brennan, director of the Office of Economics, as the Board’s chief economist.

Noting that over the Board’s history, the Board has been served by several distinguished leaders as chief economist, Chairman Oberman said: “Dr. Brennan has been the steady hand of the Board’s Office of Economics for many years and has ably carried out the functions traditionally handled by the chief economist.  Thus, while the designation of chief economist will not add to Dr. Brennan’s existing duties, this designation signifies both Dr. Brennan’s many previous substantial contributions to the agency and our continued reliance on him as the Board’s primary economic advisor.”

Director Brennan has had a distinguished career in railroad economics.  He first joined the Board in 1999, and later, after a stint in the private sector, became deputy director of the Office of Economics in 2007.  He has served as director of that office since 2016. From 1994 to 1999, Dr. Brennan worked as an economist for the U.S. Department of Agriculture, specializing in railroad issues, and before that worked for the Association of American Railroads.

He holds a PhD in Economics from George Mason University and a Bachelor of Arts from the College of William and Mary.
