President Joseph R. Biden, Jr. announced that he has designated Martin J. Oberman as Chairman of the Surface Transportation Board.  Chairman Oberman was sworn in as a member of the Board on January 22, 2019.  The Board Members join Chairman Oberman in his recognition of former Chairman Ann D. Begeman’s dedicated leadership and congratulate him on his well-deserved appointment.

Board Member Patrick Fuchs:

“I congratulate Ann on her highly productive tenure as Chairman.  Through her major policy initiatives, she advanced a vision of an agency that is both accessible and responsive, both independent and collaborative, both analytical and fast-moving, all while never losing sight of the real-world effects of our decisions.  Beyond her diligent work on every proceeding before the Board, she implemented significant administrative improvements to modernize the agency for decades to come, including changes to information technology security, ex parte meetings, data management, budgeting, human resources, and emergency planning.  And she did this in the face of unprecedented external challenges, especially from the ongoing pandemic.  Thanks to Ann’s leadership, the Board is stronger than ever before.  I am grateful for Ann’s friendship and her years of dedicated public service to this country.

“I look forward to the Board continuing its important work under the chairmanship of Marty Oberman.  Marty has a distinguished career as a champion of good government, a steadfast builder of consensus, and a conscientious adjudicator of complex issues, all of which have greatly benefited the agency over the past two years.  He has been a wonderful colleague during our time together on the Board, and I am eager to collaborate with him in his new role.”

Board Member Robert Primus:

“Marty is an experienced and proven member of the Board and I have great confidence in his ability to be an effective Chairman.

“I also join the chorus in acknowledging Ann for her strong leadership as Chairman of the Board. Her vision and steadfastness have put the Agency on solid footing moving forward and I am truly appreciative of her dedication and service.”

Board Member Michelle Schultz:

“I would like to congratulate Marty on his new role as Chairman of the Surface Transportation Board.  He is an experienced and well-qualified leader who will continue to uphold the balanced regulatory framework that Congress outlined for the Board.

“I would also like to thank Ann for her exemplary leadership and tireless dedication to the Board and the stakeholders it serves.
