The STB is divided into seven offices, as well as an office of Equal Employment Opportunity (see organizational chart below):

The Office of the General Counsel provides legal advice to the STB and defends agency actions that are challenged in court.  It is also responsible for Freedom of Information Act and government ethics matters.  [Learn More]

The Office of the Managing Director handles agency administrative matters, such as facilities management, information technology and cybersecurity, agency budget, and personnel management.  [Learn More]

The Office of Proceedings researches and prepares draft decisions, processes legal filings and recordations, and is responsible for processing Board votes and formally publishing Board decisions.  [Learn More]

The Office of Environmental Analysis is responsible for undertaking environmental reviews for certain Board actions, in accordance with the National Environmental Policy Act and other environmental laws, and making environmental recommendations to the Board.  It frequently works with other government agencies on environmental reviews.  [Learn More]

The Office of Economics performs several analytical functions, including data gathering and reporting, economic and policy analysis in support of Board decisions, and applied economic analysis (such as the development and management of the STB’s costing system), and oversees accounting and reporting rules and requirements for regulated railroads.  [Learn More]

The Office of Public Assistance, Governmental Affairs, and Compliance (OPAGAC) serves as the public’s point of contact to the STB as well as the agency’s outreach arm. It works with members of Congress, the public and the media to answer questions and provide information about the STB’s procedures, regulations and actions.  The office also houses the Rail Customer and Public Assistance Program, which provides an informal venue for the private-sector resolution of shipper-railroad disputes, and also assists Board stakeholders seeking guidance in complying with Board decisions and regulations.  [Learn More]

The Office of Passenger Rail (OPR) supports the Board in its efforts to meet its responsibilities under the Passenger Rail Investment and Improvement Act of 2008.  The Office provides the Board with expertise related to passenger rail that includes legal and policy guidance, engineering, data analysis, and rail operations.  [Learn More]
